In November 2019, the newly formed #Maharashtra government had already started taking stock of the failing economic condition, fall in GST collections, plummeted stamp duty collection, dip in revenue .../1
it had started planning ways & means to cope up with the overall economic crisis when covid 19 hit the State & the nation. /2
#UddhavThackeray with his
zero experience of administration & governance was left with tackling a mammoth crisis like never before. /3
His administerial skills were put to task & the whole country in general & Maharashtra in particular waited with bated breath to watch how disastrous a CM he would turn out to be. /4
But to everyone's shock & surprise,Uddhav faced the situation with a certain calmness, resolve, & apt conviction . He succeeded in taking the people into confidence by his reassuring tone. /5
He never dramatised his addresses. He appeared 'naturally', a no-nonsense, composed yet firm Chief Minister taking on the gigantic task of tackling the corona crisis./6
As of now, he seems to have gained immense popularity. How he manages to keep his image intact needs to be seen. /7
The failure of BJP to form a govt in Maharashtra has left itself with a bitter wound, not to be healed soon. Thus to nobody's surprise, BJP has been trying every which way to topple #MahaVikasAghadi. /8
Instead of lending a supportive hand in the time of crisis, as a former CM, Fadnavis is hell-bent on creating obstacles in the handling of corona situation in Maharashtra. /9
Right from Bandra incident to Palghar mob lynching, BJP Maharashtra tried to give communal colour...while godi media jumped to the opportunity to grind communal conspiracy theories. /10
It was indeed bad luck for the BJP, that State Govt sprung into action & put to rest the communal theories. Each time everytime Uddhav made brief appearances and gave the required clarifications/ explanations much to the despair of Modi Govt./11
Cut to present. Maharashtra Govt's coffers are empty. Our State govt is glaring at a deficit of 25 k crores in March as also the whole of April having been wasted in lockdown. State incurs a fixed expenditure of 12 k crore per month. /12
In such a case, State has been demanding a package of 10 k crores per month for the next 5 months atleast.
But Centre has turned a deaf ear to all the demands smartly by giving empty assurances. /13
Tax share of 1687 crores of the last financial year, 14967 crores worth of grants for different schemes, etc totalling to 21693 crores is pending from the Centre. Though this amount is our right, our State is left with begging & urging for these funds to be released. /14
The only aid which centre has sent till now is a meagre 1611 crore from the State Disaster Relief Fund. Under strict instructions from the Centre, PPE kits, gowns, masks, goggles, testing kits, etc have to be procured from the Centre itself./15
Thus our State is left with inadequate supplies, 1 lakh+ N95 masks out of 8 & a half lakh masks, 17+ lakh triple layer masks in place of 82 lakh.
30000 PPE kits for doctors while our demand is 3 lakh. Not a single ventilator out of 2125 ordered have been received yet./16
Maharashtra govt in this precarious position, is left with no choice but to procure materials from the open market. Tata, & a few others have helped Govt in getting PPE kits, etc./17
PDS of rice has been undertaken. But the procurement of the grains, pulses & wheat from the Centre is delayed by over a month even after repeated claims. /18
Centre has a stock of 7.8 cr tonne of foodgrains. Our nationwide annual requirement is 2.7 cr tonne. Our country's granary is full to the brim. /19
In these circumstances, releasing excess stocks to the States is utmost essential& in turn to each & every hungry mouth whether it possesses a ration card or not. While the State govt is trying hard to feed each poor, Centre has left no stone unturned to target mahavikasaghadi/20
Though having paltry facilities at its disposal, Maharashtra has nevertheless carried out testing to the maximum crossing over a lakh. Containment zones are slowly but steadily getting cleared. /21
The fact still remains that we have been poor at testing. But without the aid from Centre, it is going to be a next to impossible task. Doesn't BJP Maharashtra understand this? /22
Instead of joining hands in fighting covid19 , Fadanvis has expending his energies in portraying Maha. govt as an incapable, inefficient & ineffective 1 in handling the corona crisis. Palghar incident & Bandra chaos exposed the malafide intentions of State BJP unit totally. /23
Palghar incident led to Home minister & UP CM making exciting calls to Uddhav Thackeray in an attempt to hype the whole incident. Their efforts went wasted when UP witnessed a similar incident. /24
Toppling the Maharashtra govt, & installing presidential rule was the only look-out of BJP . All its energies were targeted towards this single purpose.
Sadly for them, resignation of Uddhav Thackeray seems neither feasible nor advisable./25
BJP's recent propaganda, of Uddhav Thackeray turning Mumbai into Wuhan instead of Shanghai, is in full force. BJP has already started announcing predictions of Mumbai surpassing Italy & New York by the end of 3rd lockdown./26
A grim picture of a hopeless administration failing utterly in tackling the corona crisis in the State, is presented to people by over-enthusiastic BJP leaders./27
Thus, as per the BJP version, a medical emergency asking for a presidential rule will be inevitable in such a scenario./28
But can Mumbai & Maharashtra be really held responsible for the corona advent in India? A deep thought needs to be given to this assertion/ presumption./29

It is a known fact that after originating in China in Dec 2019, Coronavirus travelled to
Italy, Spain, Greece, France, & the US. India was blissfully unaware of the world health emergency for a long time . /30
Rahul Gandhi's cautionary tweet of 12th Feb regarding the impending corona crisis was mocked as usual.
The screening at airports were namesake. No stringent measures, no surveillance strategies were taken. /31
Mumbai receives 8000 fliers on 17 flights from Dubai daily.
They were allowed in, unchecked, unattended, unscreened. /32
On 9 th March a couple was spotted in Pune, which tested positive for covid 19. No alarms were raised. The number of positives reached to 89 in a span of 15 days ending 23 rd March. /33
Uddhav Thackeray immediately took measures & announced lockdown.
PM Modi was left with no option but to announce a hurried nationwide lockdown on 24 th March. /34
Cabinet secretary Rajeev Gauba submitted a startling report which revealed that 15 lakh tourists landed in India from the period between 18 Jan to 23 March.
Who was responsible for this callousness? Centre or all States?/35

Modi govt' s announcement of the lockdown was totally unplanned, drastic & shocking. /37
Considering the expanse of our nation, vast population & its density, India cud hv planned an extensive line of action with proper understanding, organising large scale relief & rehabilitation, isolation centres, quarantine facilities, medical kits, emergency infrastructure, /38
But Indian govt was involved in more important programmes like namaste Trump during the otherwise crucial period of containment of Coronavirus. This was followed by the next crucial task of toppling of Madhya Pradesh Govt. /39
Hence the excuse of Tablighi jamat event came handy to divert public attention from the disastrous handling & negligence of Coronavirus crisis by Central Govt./40
While Kejriwal govt denied permissions, Delhi police which falls under Centre allowed Tablighi jamat events to take place.
On the other hand, Maharashtra govt had denied Tablighi event to be carried out in Vasai. /41
The same BJP which had been negligent about Tablighi event initially, raised hue & cry over the same later. Media poured fuel to fire by spreading hate & fake news targeting the whole of Muslim community. The rest is history./42
Meanwhile India had already sent aid to Sri Lanka, Nepal, Maldives, Mauritius, Iran, Malaysia, Afghanistan, etc & gathered goodwill. PM Modi 's popularity soared. /43
Nevertheless, the fact remains & it baffles us that the same PM has failed in sending aid (financial & other facilities) to the States when they are begging for the same. The dues are still not paid to many States. /44
While Maharashtra is the biggest contributor to national revenue in the form of GST amounting to 2 lakh crore, this is what we get, a meagre 1611 crores. Maharashtra is paying the biggest price of being a hotspot of Coronavirus, it is sad & uncalled for. /45
While Trump is criticised openly in the US,
Modi has played his cards smartly in India. He neither denies help to States nor commits to any aid. Video conferencing of all CMs with PM end in hollow promises to no effect. /46
Centre has announced a hefty package of 1.7 lakh cr. But it will be the prerogative of the Centre to decide on its deployment. The States have no say in it, nor any direct share in it. /47
Central Govt plans to rip States of funds. States with emptying coffers will be left to beg. With no financial aid, it will be increasingly difficult for States to handle the corona pandemic. /48
Maharashtra is bound to face a huge challenge of containing corona virus.
Eventually Central Govt plans to find an excuse to install presidential rule in Maharashtra. Hope the impending elections put a brake on BJP's nasty dreams./49
Yet lockdown is taking a toll on the economy & in turn the State revenue. All the States are in dire financial conditions.
In such a scenario, taking resort to Article 360 of the Constitution, the President might declare a financial emergency. /50
If this is done, the executive authority of the Centre will expand instantly & it can give financial orders to the States as per its whims & fancies. /51
The elected govt of each State will lose control & it will be reduced to a minion.
The federal structure will be at stake completely, and this is what the Central Govt plans to do. But can it afford to play with fire by doing so? /52
