I tend to think this assessment is correct: Trump wanted to get Flynn off the hook but feared the impact of a pardon on his reelection chances. So he handed off the task to his bagman, Barr, who's always happy to do Trump's dirty work.
Anyway, Bill Barr is running the Justice Department in accordance with core Federalist Society principles. He has said so himself, and FedSoc awarded him with rapturous approval. So if you want to know what governance by FedSoc looks like, check out today's DOJ.
PS If you're asking yourself, "was it really worth tolerating Trump and his lawless associates just to get all those Federalist Society judges?", the answer for most FedSoc members is a resounding "yes," and we'll understand why in the coming decades.
