I have a couple guesses on this.

According to the IG Report, Gaeta notes in an email to an FBI supervisor on July 28, 2016, that according to Steele, the first two Steele reports (80 and 94) "may already be circulating at a 'high level' in Washington, D.C."

Here Gaeta says roughly 2-3 days later.

Here it is again, on Page 46-47 in regards to Steele:

"again, he would never be a witness on a witness stand."

Gaeta paraphrasing Bruce Ohr: "Me and my bosses want to make sure that the FBI is handling this and addressing it"

Gaeta on his discovery of Steele's political bias:

Gaeta: "I was completely taken aback at that point because it was so unprofessional..."

Interesting the magnitude of redactions around discussion of Felix Sater, whom Gaeta clearly is aware of:

Funny how Bruce Ohr failed to inform Gaeta that his wife worked for Fusion until much later - on Election Day.

Gaeta on Steele going to the Media:

"that activity - which again, up until that point, to me, he had been professional - was unprofessional and changed everything."

Crossfire Hurricane Team knew before Gaeta that Steele had given his information to Jonathan Winer at State.
