In UK law* Red has a “meaning or purpose” of “prohibition”, “danger alarm”.. and instructs on “dangerous behaviour.. stop.. shutdown”.
Yellow is a warning.
Green is used to connote information about escapes but not danger...

On issue of whether “stay home” message “too successful” - I floated this concern on here and on News at Ten, attributed to a top UK corporate boss, about 10 days ago.
Some evidence public locked itself down more than Govt intended - ie did not use existing discretion...

... eg takeaways closed but didnt have to. Use of primary school places by all eligible workers, less than expected. In theory workers who cant work from home were allowed to. But many didnt.

interesting reading the leaked “exercise Cygnus” document from 2016...tensions between four nations came across sharply -but over decision to activate stockpile of flu antiviral treatments - made essentially in England. Not relevant for coronavirus as Relenza/ tamiflu are for flu

And in Greater Manchester where they put “stay at home” to music from the Hacienda... Mayor Burnham says “lets keep Stay at Home”...
