So weird. Special Agent Gaeta makes it a point to tell the HPSCI how important it is to vet information that comes from a source...while testifying about a source whose information they didn't & couldn't verify (Steele), yet plastered & leaked everywhere. 
Because they knew that MI6 would send a letter to the DNI & US gov't saying that Christopher Steele was not trustworthy and his reporting was garbage?

Exactly what @DevinNunes was telling us - they bypassed the normal intel chain to ensure that none of the non-corrupt & lawless, non-coup plotting field agents would get wind of it & blow the whistle.
So, Gaeta answers a question about Steele in regards to Gaeta's other sources, and says that he's about on the same level as his other sources (he was good).

Christopher Steele was never personally vetted as a source, because he continued to provide "interesting" info.
