Dear Government. Building on the #COVID alert level, I propose the following: calculate difference between each individual’s alert level and average alert level for their vulnerability group. Aggregate to constituency level. Areas with positive scores can reopen.
We can call this measure Covid Alert Constituency Value Added or CVACVA for short.
I recommend an inspectorate is set up to investigate those areas with negative scores. Areas with scores below -1 are deemed below floor and are automatically inspected.
There should be a weekly data report for each area. This should be at least 100 pages long. The fewer people that understand this report the better. The report will be accessed via a secure portal that no one can log into.
Finally, each area will be required to set CVACVA targets. These are to be submitted to government via the secure portal that no one can access. Areas should have tracking systems in place to monitor progress towards CVACVA targets.
The whole process will be revised and probably changed next month. Please check regular cascade of email updates for information.
Oh, and we will aggregate CVACVA scores along party lines and the party with the highest CVACVA scores will form a new government.

Following consultation (we ran a poll on twitter), we can confirm that CVACVA will now be known as CVAX2, which apparently sounds “way more cool”. This is one of the Government’s many successful developments in the field of Coronaccountability.
