The Welsh lockdown regulations have been changed. I hadn't appreciated how far they have diverged from the English regulations until I read this document which confusingly (unless you're a lawyer) sets out the changes gov.wales/sites/default/…
The key new change in the Health Protection (Coronavirus Restrictions) (Wales) (Amendment) (No. 3) Regulations 2020/497 (yesterday) is 'once per day' requirement for exercise replaced with a requirement to exercise "within an area local to the place where a person is living"
I am concerned "the area local to the place where a person is living" is unclear and gives rise to significant clarity of law issues under Article 7 of European Convention on Human Rights and common law. What is "local" and how can someone predict what police will think it means?
The Welsh Government has released this pretty extensive guide on what the exercise rules mean (not sure the length is a good thing really) and it includes this pretty unhelpful commentary on what "local" means.

Local = "not a significant distance" 🤦‍♂️
Can't see what justification for these to be made by emergency procedure i.e. with no scrutiny. As @TomRHickman says, these are relaxing, not increasing, the lockdown. Why can't they be debated?
