Here are the amendments for the lockdown Regulations in England

The Health Protection (Coronavirus, Restrictions) (England) (Amendment) (No. 2) Regulations 2020

Quick thread on what they mean /1

The amendments to Regulation 6 - reasonable excuses for leaving the place you are living

- You can now go out for exercise with one other person not from your household. No legal requirement to socially distance (though everyone should follow the govt guidance and do this)
You can go out to "visit a public open space" (whatever that means - park? Road? Square?) alone, with a member of your household, or someone from another household

"for the purposes of open-air recreation to promote their physical or mental health or emotional wellbeing"
Comment: Regulation 6 is now effectively unenforceable. I support police may want to keep it say to fine people who are caught travelling to a party somewhere, but this should be the end of police patrolling parks except looking for large gatherings.
Ah, a bit further down - public open space is defined. Though a member of the public would need to have a decent knowledge of English land law to understand some of the definition!
It is now lawful to be out viewing residential properties to look at them to buy or rent. Can't recall this being mentioned by the PM but perhaps it's in the guidance?

Also you can use a waste or recycling centre/
As promised, fixed penalty notices for being out of your house without a reasonable excuse have gone up - first instance from £60 to £100 then for repeated breaches up to £3,200, up from £960.
Garden centres and outdoor sports courts can re-open. Does that include 5-a-side football? Asking for a friend*

* Even if a 5-a-side football court could open the govt guidance has only mentioned basketball. I suppose socially distanced football (e.g. shooting practice)?
Finally, this may sound a bit legal technical but I really think it is wrong for @MattHancock to keep producing regulations using emergency emergency powers. Fair enough, use the Public Health Act, but why no debate or vote?...
.... I am pretty certain when passing section the Public Health (Control of Disease) Act 1984 s.45R(2) Parliament didn't envisage that the government would keep passing regulations without parliamentary scrutiny months after the crisis began. It's dodgy. legislation.gov.uk/ukpga/1984/22/…
