Mayor Armstrong gets this special council meeting under way. He thanks front line workers, residents who are respecting physical distancing, and also Township staff. Asks for a moment's silence to recognise essential workers.

Coun Gordijk reads the land acknowledgement.
No disclosures of pecuniary interest.

There is only one topic being discussed tonight. Patrick Kelly (Director of Finance) gives a report - Phase II Financial and Economic Relief (COVID-19).
Summary: "This report outlines the actions proposed by Corporate Services in response to the continued community-wide economic impacts of the COVID-19 pandemic. The report and actions are consistent with municipalities across the Region of Waterloo."
"With the initial phase of economic relief coming to an end on May 31, 2020, the Waterloo Region Area Treasurers group has been working on a Phase II approach which will allow continued financial and economic relief to residents and businesses that still require it."
"It should be noted that the Federal and Provincial governments are in a much better position to provide economic relief for individuals and businesses directly impacted by COVID-19. Notwithstanding, the COVID-19 pandemic is an unprecedented event...
"..., and it is recognized that area municipalities still need to play a role in supporting residents and businesses."
Coun Hallman asks if the Township can issue a press release that can distributed to the community.

Coun Gordijk asks if this is "fluid" when it comes to some of the dates that are in the report. Mr Kelly says yes, this is a phased approach that's consistent across the region.
Coun Pfenning says thanks to staff for taking into account what residents are going through right now. Mayor Armstrong agrees.
Recommendation
THAT Report COR 2020-24, outlining the Phase II Financial and Economic Relief (COVID-19) be received, for information purposes; and further,

THAT the Township extend additional financial and economic support to residents and businesses
Passed unanimously.
