Public transport is only safe at 15% of normal capacity, we were told. We were also told that measures would be put in place to ensure social distancing. But look at this...

(Hardly surprising since the "measures" are posters, stickers on the ground, and public announcements.)
Important things to note:
- This is news today because it's DIFFERENT. If the buses had remained packed every day it wouldn't be news.
- It's DIFFERENT because of the actions of the Government.
And the problem with unenforced "guidance" is that nobody who's already facing the dread prospect of having to go to work in the middle of a dangerous pandemic is going to reach the train or bus and go "Oops, with me we're now at 16% capacity. I'll give up and go home". NOT ONE.
"The national requirement to maintain two-metre social distancing wherever possible means that TfL will only be able to carry around 13-15 per cent of the normal number of passengers on the Tube and bus networks"

Um, no. "Wherever possible" makes any stated % irrelevant.
Contrast with Paris: "The wearing of a mask is compulsory for those over 11 years of age on all public transport, and failure to comply is subject to a fine of 135 euros. A certificate is obligatory on all public transport in the Ile-de-France region."
