Can the federal government put a state in full receivership?

It's a bit of a curse that my brain can't stop calculating knock-on effects once it starts going something, and i'm trying to war game something out to the conclusion.

BTW I know @realDonaldTrump has this calculated-
the the nth degree, but let's try to figure this out together.

California & New York are already insolvent in terms of financial books. CalPERS (California Pensions) is billions underfunded, their former Chief Investment Officer (CIO) was discovered to be member of China's -
"Thousand Talents Program" investing heavily in Chinese front companies, the "bullet train to nowhere" is billions upon billions over budget (yet still in the works, despite being way over schedule, way over budget & not actually a bullet train - I'm sure that has nothing to do-

Just to put everything in perspective:

-Mueller had to drop Concord Management "troll farm" case bc they couldn't prove any link to Russian gov't

-Mueller couldn't charge @GenFlynn w/ actual FARA because they were no links to Turkish gov't

-Crowdstrike is now on record -
...(publicly) testifying to the HIPSC they had zero evidence of Russia hacking the DNC/Podesta emails

We DO, however, have:

-Assange (only person who knows for certain) saying repeatedly that Podesta emails didn't come from Russia

-Bill Binney & VIPS proving, via speed of -
..downloads, that it would be physically impossible for Russia to have been the hackers

-Mult. ppl proving Guccifer2.0 wasn't Russian

-Comey nixing any deal w/ Assange to come here to provide evidence that Russia wasn't behind hack

-No "leak" from the evidence the NSA would -
