The implication here is that raw "tech cuts" from the FBI intercepted call between Kislyak and Flynn were included in the Intelligence Community Assessment (classified version?).

"CR" is Crossfire Razor which is Michael Flynn.

A FISA order, in this case on Sergey Kislyak, is referred to as "technical coverage" or a "tech".

The FBI interceptors, staff doing the interception, then type up summaries of telephone conversations captured. Those are referred to as "tech cuts" or "cuts"

Ergo: ...."Doesn't want Clapper giving Flynn Cuts to White House."...

Which is exactly what James Comey did. Comey briefed Clapper showing him the FBI "tech cut" of the intercepted call.

Clapper then briefed Obama with the "CR cut", the FBI readout of the intercept, in hand.

Within the "CR Cut" Flynn wasn't masked. The readout of the call {The Tech Cut} openly displays Kislyak and Flynn's names.

Hence Flynn wasn't unmasked.
