This tops off my belief @GenFlynn targeting for possibly making arrangements with Russia for Aid in Syria getting away from Islamist proxies/NATO being used and the British wish to install the Muslim Brotherhood in power.
Under the dictates of Rumsfeld/Cebrowski strategy.
