Holy moly -- this Michigan dam collapse story is a complicated mess of legal issues, bureaucracy and unintended consequences.

The state sued the dam owner on May 1st (!) for "lowering" the water levels in the lake too much and killing mussels.

Everyone knew the dam was dilapidated & may not survive a major flood. The owners, state & federal authorities have been engaged in long legal battles over violations & safety measures.

Just 3-weeks ago, the state was in court suing the dam owners over "too low" water levels.
How long has it been know there was a serious risk of structural failure? At least 25-years!

The feds warned about "inadequate spillway capacity" so recent heavy rains coupled with a wet / warm winter finally did in the dam earthworks.

Bureaucracy not "climate change"
