James, you make multiple errors and have faulty assumptions. I'll highlight them, not to "dunk on you," since you're my friend, but in hopes that we can think more clearly about this matter. (I'll accept your first set of numbers.)
Testing is not like a political opinion poll. The people who get tested are already expressing symptoms (fever and cough). So what we can say is that, of a sample of half a million people who seem likely to be infected, 28% are, indeed, infected by Coronavirus.
You're assuming that, since 28% of this not-at-all-random sample is infected, 28% of the population at large is infected. That is not sound reasoning. A much small percentage of the population is likely infected.

This obviously makes sense. But it’s explicitly temporary. Real immigration reform must go through Congress, and it would be more systemic than the tweaking done throughout Trump’s admin, including this short-term halt.
An cynical interpretation is that borders are closing across the world anyway and international travel is screeching to a half, so this announcement doesn't amount to much besides populist theater.
More cynical still!—this formalization acts as a "reset" before the Kushner's immigration bill is launched if Trump wins a second term. That would be the same numbers (roughly 1 million) but with preference to skilled English speakers, who can better displace the middle class.

I did some basic estimates of Coronavirus fatalities, broken down by generation, since mortality rates vary so widely. If 70% of the population is infected, then 4.3 million people will die.
This could have been prevented if the U.S. government were willing to take swift, decisive action, like the Chinese. But if the strategy is “herd immunity” and “flattening the curve” by slowing infecting everyone, then a result like this is not out of the question.
If half the country gets the virus, then the estimate is over 3 million; if 30% are infected, then it’s just under 2 million.

This is based on widely reported mortality rates based on age, projected (somewhat imperfectly) on U.S. Census data.
