Westferry Printworks, why did MHCLG allow developer to offer so little compared to other developers?
In The Times this quote from @mhclg that a 3 day delay "could impact on the viability of the development" as would then have to pay £40 million approximately of CIL

But if you compare to other nearby recent schemes that also include land for schools (my table)
They offer 35% affordable housing + pay CIL + provide land for schools
But Westferry, no CIL, only 21% affordable housing + land for school
Printworks site more attractive, by docks

Thames river views, walking distance to Canary Wharf & mudchute farm etc etc
Land acquired cheaply years ago for printing
So why can it deliver so much less then nearby similar schemes & need this extra financial help from MHCLG?

Twice on this site @TowerHamletsNow fail to make a decision within statutory deadlines (actually miss 2nd one by months)
July 2018 submit 2nd application
Deadline November 2018
But no decision made by March 2019

TH Council had cancelled a number of Strategic Development C'tees that year, not enough business
The 2018 application was very similar (just taller then 2015 scheme) so no reason why they could not make a decision within time, see below

Happy it appears for others to make this decision
Contrary to the impression now given by @MayorJohnBiggs
TH Council wanted somebody else to make this decision, perhaps so they could blame somebody else?
In the new Local Plan they say this site suitable for tall buildings

@RobertJenrick accepts his 14th Jan decision "was unlawful by reason of apparent bias" & that he made decision on that date so as to avoid 15th Jan decision on new CIL rates helping developer avoid £40m

Robert Jenrick did not deal with developer dropping affordable housing % from 35% to 21%
Previous 2016 application was 20% affordable + land for school + money for new pontoons & no CIL
New twice the size 2019 planning application only increases affordable % to 21%?

Sir Ed Lister, when faced with similar situation in 2016 when he approved 1st scheme on this site asked external consultants to calculate correct affordable housing = 20%
Jenrick should have done the same rather than accept 21% on a scheme twice as big but chose not to, why?

Construction noise thread
Hopefully you are enjoying some peace & quiet today but wonder why so much construction disruption in TH out of hours?
It maybe to do with the fact that @TowerHamletsNow is unusually lenient on developers
Only 16 enforcement actions all types in 2019

In 2019 Tower Hamlets issued 16 enforcement actions in total
versus
Ealing 433
Newham 165
Southwark 86
Hackney 29
Ranked 26th out of 32 London Boroughs for enforcement actions

But we have more construction related activity then anybody else
For housing starts + completion we ranked number one last year & every year for a decade now
Ealing with highest number of enforcement actions was 2nd highest deliverer of new homes!
