TH Council had cancelled a number of Strategic Development C'tees that year, not enough business
The 2018 application was very similar (just taller then 2015 scheme) so no reason why they could not make a decision within time, see below

Contrary to the impression now given by @MayorJohnBiggs
TH Council wanted somebody else to make this decision, perhaps so they could blame somebody else?
In the new Local Plan they say this site suitable for tall buildings

The odd thing is same thing happened in 2015/16

Why Tower Hamlets Council twice on this site misses the deadline to make a decision?
First one maybe understandable they were busy, 2nd time for such a similar scheme?, see pic for differences Knowing developer has appealed once before suggests avoidance of a decision, why?
