Responding to the good point by @RobinShipston that the change to the guidance should provide a reasonable excuse - it's not actually reg 6 which is the issue it's reg 7 which currently criminalises any gathering over 2 people not from same household
It's entirely possible that the amendments to the regulations (which the government has been passing with no parliamentary debate or vote) has already happened but not been published - this is still very bad
