We have to be pragmatic. When discussing viable solutions to social vices and crimes, it is pertinent to address the root causes. If people shy away from the root cause, they end up in a vicious circle of the crime they want to fight.
Islam says to the woman cover yourself and be in the company of your mahrem when traveling and avoid seclusion with male non mahrem. The inherent dangers could be adultery or rape which the man is not justified anyway. He will still be meted with the severest punishment.
"O wives of the Prophet! You are not like any other women. If you keep your duty (to Allah), then be not soft in speech, lest he in whose heart is a disease (of hypocrisy, or evil desire for adultery, etc.) should be moved with desire, but speak in an honourable manner." Q33:32
The most righteous and chaste women (wives of the Prophet SAW) were asked to not be soft in their speech lest it moves the sick man to sinful desires, what more of women other than them?
How worse will it then be if the society breaks the gender barrier and promotes illicit engagements amongst opposite sex in the name of liberation. The result is increase in the number of the crime of Zina and rape.
People are interested in discussing problems and punishments for offenders but do not want to dedicate time to study the immediate and remote causes of the crimes that are ripe in our societies. If the causes are well understood and addressed, the effects will be tamed.

The burden of the freedom to be anything is why you have many criminal cases around the world today. Everyone is claiming their rights while forgetting about the rights of the Creator.
Even where parents are guilty of raping their kids, Islam has not allowed that to be flushed down the drain. It is tough on some ladies to report their parents' or bosses' sexual harrasments. We need a mechanism of protection against the victims such that they can report early.
If the system is made to work effectively, then sexual harrasment cases should be reported as early as possible before it becomes a circle of abuse by either the parents or bosses or anyone. And once, established, punishment be carried out.
When it comes to discussing problems and being emotional about them, a lot of us take the front seat and become very vocal and vociferous but when it requires pragmatism and analysis of the root causes and viable solutions we become uninterested and find it boring.
We have a problem at hand, the crime of Rape amongst other despicable crimes. If we ardently desire viable solutions, then we must be willing to accept the truth of the root causes and then have the honesty to address the root causes to avoid a vicious circle of the crime.
Agreeably so. Sick men seeing women as objects of sex deserve the severest punishments when found guilty. These men will go after even women in Hijab while Qur'an states that women should donne the Hijab in order not to be molested. Now how we do we reconcile this?
These sick men that neglect d Qur'anic injunction of lowering of the gaze by constantly being exposed to d nudity of women through what d liberal world promotes of sex in movies & billion dollar poronographic industry, will rape any innocent woman around even if she was in Hijab

So the understanding of the verse means if they are not properly dressed, they are likely to be molested by sick men.
Now unfortunately, they see nudity that is being highly promoted by the modern society and then harm innocent women they could prey on that are properly covered.

Hence, this does not negate the fact that has been stated in the Qur'an that donning the Hijab eliminates molestation. Now why were there no cases of molestation during the Golden generation when nudity was not the order of the day?
People are exposed to the evil of the nudity of women that has been normalized and even commercialized in some societies. Hence, the evil and sick minded man attacks any innocent woman he finds around. He is an evil and the society is a contributing factor.
Allaah does not make mistake. Hijab prevents molestation. Qur'an 33:59

We are in a vicious circle of cause and effect. Evil cause, despicable effect. We need to work together to fight against immorality and see how we can help ourselves out of the danger that these criminals both passive and active actors are perpetuating. May Allaah safeguard us
