Andrei Illarionov is a Russian economist who from 2000-2005 was Putin’s economic advisor - in that period the two metz every day and Russia experienced spectacular economic growth. Illarionov stopped working for Putin due to his turn towards authoritarianism. Since then
has been at the Center for Global liberty and Prosperity at the Cato Institute (cato.org/people/andrei-…)
I consider Illarionov as one of very few genuine independent public intellectuals in the world, perhaps even one of the few genuine intellectuals. The precision of his
analyses in unmatched and so is the breadth of his knowledge (not just economics, but rigorous science as well as history) and he is totally fearless, often embarrassing his interviewers by the independence of his opinions (he was caused a great shock to Polish liberals who
had assumed that such a staunch critic of authoritarianism and defender of freedom must share all of theirs ideas, by refusing to reject the idea that the air crash that killed Poland’s President Lech Kaczyński and a large number of members of Poland’s political and military
elite may not have been caused by bad weather and a pilot’s error). Anyway, Illarionov has just written a blog post entitled
“Institutional racism in the reverse, or the privileged position of black criminals” which carefully analysis U.S. data on violent crime, homicides, and
deaths and the hands of police in the U.S.

Thus, if the relation of American police to black Americans is viewed in terms of "institutional racism" it becomes clear that it i"institutional racism innteverse", that is , African-Americans who commit violent crimes turn out to be
the most privileged racial group, against whom police violence is used the least often. Moreover, in recent years there has been a significant and consistent decrease in the use of police violence against this group of criminals.
As a result of such a systematic approach, the fundamental principle of the rule of law - equal treatment of the same acts- is undermined . Non-punishment (or a lesser degree of punishment) for similar crimes of criminals for one group enjoying a privileged position leads to
a perception of impunity and, consequently, to an increase in the number of crimes and even greater aggressiveness on the part of this group of criminals.
Institutional racism in USA is the opposite of what it is claimed to be - it is the privileged position of black criminals
