Gujarat COVID19: How come Gujarat has only 25% active cases?

Data taken from MOHFW website today.

It is not possible. Let me explain Image
On an average it takes 14 days for the people to get cured. So, if we look at number of cases reported as on 22nd May, Gujarat had total of 13273.

So, 19094-13273=5821 cases newly reported from then.
Deaths:
22nd May, 2020, Gujarat had 802 deaths and today 1190.

So 1190-802=388.

Deduct this from total cases difference:

5821-388=5433 cases
With Ahmedabad reoporting highest death rate, logically, it would mean that people spend more time in hospital.
Then how come active cases are just 25%?
Ahmedabad is reporting only 23% active cases with mortality rate of 7%? How?

How can you have lowest active cases in a city with highest mortality rate? What are we missing? Image
Less active cases is good. But given that we are seeing exponential growth, it is only logical that active cases cannot be lower with the numbers reported in past.

Inference:
1. Is Gujarat is counting recovery rate before 14 days?
2. Gujarat data is manually altered.
Can any Gujarat based journalist please take this up? @LangaMahesh @DeepalTrevedie
