The National Criminal Victimization Survey, which directly asks victims and therefore is not affected by bias in the criminal justice system, suggests blacks commit violent crime at ~2.5 times the rate of whites. Please show me the research showing this is due to racist policies. 
Similarly, according to the UCR, ~38% of the police officers killed between 2009 and 2018 were killed by a black offender, even though blacks are only ~13% of the population in the US. More than 97% were killed by a man. Do you think that's because of sexist policies?
If you're talking about racial disparities in the use of force by the police and you don't mention those facts or try to explain them away with that kind of hand-waving, you are a crackpot and you have no business lecturing anyone on accuracy in reporting 🤷♂️
