April 2018: Ahmadu Bello University and China’s Central South University signed an MoU on an Undergraduate Joint Training Program with CSU, to jointly implement a “3+2” double degree of civil engineering and traffic & transportation engineering. (1) en.csu.edu.cn/info/1083/1940…
“According to the agreement, CSU will select junior civil eng students of ABU to study civil eng or traffic & transportation eng for 2 years in CSU and complete specified courses & credits of the Joint Training Program; qualified graduates get the bachelor’s degree of both Unis.”
ABU was picked for the Nigerian pilot of this China-Nigeria Training Program. Two batches of ABU students have now gone to CSU, to spend the final two years of their engineering program. These are photos from Dec 2019, when the ABU VC visited them.

Programme Partners include, in addition to Central South University, Changsha, and Ahmadu Bello University; the China Civil Engineering Construction Corporation @CCECC8 (provided scholarships), the Chinese Embassy in Nigeria, and the National Universities Commission (NUC).
Ah yes, should also add that this Training Program extends to ABU lecturers as well. 13 academic staff (Faculty of Engineering) in 2018. The 2019 cohort included 4 doctoral students also from the Faculty of Engineering (Civil and Mech Engineering).
Additional related info to note: Under construction in Nigeria are a University of Transportation in Katsina State and a Wagon Assembly Plant in Ogun State. Will both provide opportunities for innovation & manpower development in rail & transport engineering in the years to come.

There’s another thread to be written about the Basic Healthcare Provision Fund (BHCPF) - @huwegov Implemented for 1st time 2018 (the National Health Act that established it was signed into law in 2014). It’s supposed to guarantee a level of national healthcare coverage via PHCs.
Like UBEC it’s also Federal money that’s made available at subnational level - Primary Healthcare Centers, like Basic Education, are primarily subnational responsibilities! Unlike UBEC money, BHCPF money not a matching grant. States get funding based on meeting certain criteria.
System designed so that funds go directly to Primary Healthcare Centers (PHCs) where needed. From CBN TSA Account thru State TSA Accounts to PHCs. No middlemen. That was the design.

As at Q3 2019, 22 States had got N12 Billion BHCPF money. Any idea what the monies accomplished?

I hope the debate about adjustment in UBE money in 2020 budget(a fixed % of CRF, btw) will help shed light on how the system works:

1. Goes to States
2. Is a Matching Grant ie States have to put up money to unlock an equivalent amount due to them

As you might be aware, Basic Education in Nigeria is the primary responsibility of States and LGAs. Which is why the UBEC Funding, which comes from the FG, is set up as a grant that goes to the States, for them to use to develop basic education infrastructure.
As a sign of commitment, States are expected to commit funding to UBE, to unlock the Matching grants due to them. So, bring 1 billion and collect 2 billion. That kind of thing.

But guess what’s been happening.

The conversations around CRF have led me to go back to look at the structure of Nigeria’s finances: CRF vs Federation Account, and how all that money is shared. That thing is somewhat complicated, but let me have a go at an explanation of how it works. #Thread
The Federation Account is the OATT account, at very top of the food chain. Belongs to all 3 tiers of government. It’s the Big Wallet. All Oil + Non-Oil (Taxes) Revenue go inside it, except for the following: PAYE from Armed Forces, NPF, FCT residents, and Foreign Service.
100% of Nigeria’s Non-Oil Revenue goes into Federation Account, FA (less, of course the “cost of collection” by Customs and FIRS”, which is a % of what they collect).

As for Oil Revenue, only 87% belongs to FA. 13% belongs to the oil producing States (the famous “derivation”).
