Interesting report by @EPInstitutional & @PDurandOfficiel on #EP2019 elections, in particular on the need for more #genderbalance, reform of @EUCouncil and of the #spitzenkandidat system, and the role of #Europeanparties.

#Genderbalance is essential and political parties must be required to submit *gender-alternate* lists, where no two consecutive candidates can be of the same gender. This is one more reason to harmonise voting modalities at the EU level and not leave them up to Member States. 2/9
Our voting system must be reformed to ensure not only proportionality, but also a close link between citizens and MEPs. Lists of 30, 40 or 90 candidates are the best way for citizens to have no information about MEPs beyond their party affiliation. 3/9

Transnational lists are not the way to make this election more European. Voting for a few common candidates won't change anything if the campaigns remain national and led by national parties. Citizens would simply support whoever their national parties tell them to. 4/9
Instead, we must place #Europeanparties at the core of the election, including by using only EU parties' logos on campaign material and ballots. This means reforming the regulation on European parties to allow them a clear role at the national level. 5/9

If EU citizens vote for common #Europeanparties, then a transnational list is irrelevant: by voting for a European party, you directly support its Spitzenkandidat. What matters more is that citizens choose their party's Spitzenkandidat, for instance through EU-wide primaries. 6/9
This means democratising #Europeanparties, including by strengthening individual membership. Current figures are laughable and certainly do not give citizens any meaningful role in European parties. 7/9

The visibility of #Europeanparties must be bolstered: the European Parliament and Authority for European Political Parties have been delinquent in their obligations and must do much more, including providing relevant information and data. 8/9

Finally, it is high time we looked at EU election results from the perspective of #Europeanparties, not just from a national perspective or through EP groups. This is essential to make this election truly European and increase EU citizen's role. 9/9
