I explored that point today. Also, I'd add that even if not clearly Brady Sullivan's order said submit to court, which they didn't. (And seems clearly Brady on intentional as well as material, in my view.) thefederalist.com/2020/06/18/doj…
Also, given they turned over thousands of pages on FARA which Flynn wasn't charged w/, there's a reason they didn't share these 25 pages--it hurt their case, i.e. material.
