One last HBCU THREAD prior to Trump's rally in Tulsa. I'm expecting to hear about how much the administration has done for HBCUs, maybe even the President saying again that he saved us. Here are a few thoughts: 1/
I think a lot of the attention should be credited to @OMAROSA. She campaigned with the President, met with HBCU presidents during the transition, and officially started with the White House in early January 2017. 2/

Early February we learned HBCU presidents would be invited to the White House to meet with the new Sec. of Education and governmental agencies. It was never billed to us as a meeting with Trump, but right before the event we learned the VP would visit. 3/
Once we got there we learned we would go to the Oval Office for the photos seen 'round the world. 4/ ImageImage
Of course the visit got mixed reviews. But the photo op obscured the event the next day. @SenatorTimScott & @RepMarkWalker hosted the 1st Republican HBCU fly-in. It was scheduled BEFORE the WH event. I think this event has been important. 5/

I've been every year & appreciate the opportunity. Recently it has been a bipartisan affair which has been key for HBCU wins. I will note HBCUs have historically been part of CBC Week. But the CBC did note frustration with President Obama on HBCUs. 6/ phillytrib.com/commentary/mor…
By far the biggest HBCU win for this administration is the Katrina loan forgiveness. As president of one of the 4 schools impacted, I can personally attest that it was a game changer. The legislation allowed @BetsyDeVosED to forgive the loans. 7/ ed.gov/news/press-rel…
In this instance, it would be 100% accurate if the President said "My administration forgave the HBCU Katrina loans." It was something the previous administration could/should have done but didn't. One day I hope to learn why. 8/ louisianaweekly.com/feds-forgive-p…
But Trump did not drive this. Former Sen. Mary Landrieu wrote bill that gave 5 years forbearance. The late Sen. Thad Cochran carried much of the water. Reps. Richmond & Thompson, Sen. Cassidy & Blount all played roles, as did WH HBCU & Ja'Ron Smith. 9/ medium.com/@HipHopPrez/th…
So the $300M+ loan forgiveness (which was rescored so worth less) were part of an almost $2T deal, 600+ pages long. Our 2 paragraphs were part of a number of special projects funded, including rum, race horses, & the movie industry. 10/ rollcall.com/2018/02/08/ken…
Along with increased Title III funding, other wins include return of year round Pell Grants, deferring of HBCU Capitol Finance loans for over a dozen schools, the recent CARES Act funding. 11/ insidehighered.com/news/2020/01/2…

Every administration has wins AND loses as it relates to HBCUs. This one does too. One of the biggest was the cutting of Upward Bound programs disproportionately at HBCUs. Some (like ours at Dillard) were over 50 years old. 13/ birminghamtimes.com/2017/06/miles-…
The Perkins loan program (a great low interest program) was ended in 2015 due to budget concerns (see Rand Paul), but extended to 2017. Despite efforts to reinstate admin let it die in 2017, last disbursements in 2018. 14/ usnews.com/education/blog…
The ending of Perkins never really got much attention, but I think it played a role in the decline of all black student enrollment from FY18 to FY19. Maybe someone has good research on this- impact of Perkins on enrollment. 15/ insidesources.com/congress-fails…
Those who hype the President's HBCU & education funding never look at his skinny budgets, which always propose massive cuts. His latest goes after SEOG and Work Study. Ask any HBCU student if these are important. Cutting these is an attack on HBCUs. 16/ educationdive.com/news/trump-ret…
