The point is that there was no holistic response to Covid, or anything else in this administration. It has been a knee jerk reaction to everything, save for Trump's desire to help key countries around the world with political favors in exchange for a vast fortune in the future.
When you look at Trump's bizarre quotes and strange actions (Puting did not interfere in the election, pulling US troops from Turkey's border, selling billions of dollars of arms to Saudis, drone assassination of military leader of Iran, no response to Khashoggi's assassination
etc with the lens of his prescribed goals, they all suddenly make perfect sense. And that should set off alarms at the highest levels of Congressional leadership.
