CAO speaking on budget cuts 5.0 **Approve a Recommended Budget (including Capital Projects budgets) for the period between July
1, 2020 and adoption of the FY 2020-21 Final Recommended Budget. This item will provide the mechanism for departments to continue to operate until the
Final Recommended Budget is adopted in September 2020. The fiscal impact will be determined at that time.
Adoption of the Final Recommended Budget in September provides the mechanism for a more accurate estimate of year-end fund balance and the impact of the State of
California’s Budget on Fresno County. It is anticipated that most of the information will be available in time to produce a Final Recommended Budget by the end of August 2020. Fresno County budget hearings are scheduled to commence September 14, 2020, which is enough time to
address potential year-end issues. CAO speaking of how to use COVID dollars and hope for Federal Government to provide more dollars too. He will bring more info back to Supervisors at a later meeting. Buddy Mendes believes City of Fresno is spending money that may me not eligible

8.0 Update to Assembly Bill 109 Community Corrections Partnership Plan and Associated Salary Resolutions
On March 09, 2020, in order to reduce the usage of the Fund Balance in the Public Safety Realignment Act of 2011 (AB 109) fund, the Community Corrections
Partnership Committee (CCP) eliminated and reduced programs beginning in FY 2020-21. The reductions will result in the deletion of vacant AB 109 funded positions from the District Attorney, the Public Defender, the Sheriff’s Office, and Probation. Looking at budget outlook we
are deleting 9 vacant positions. This will save $2 million. We were planning this even before Covid as budget outlook was starting to look worse. Hopefully some State dollars will becoming available. Magsig: Reintegration Program being cut? Six Month to get inmates ready to be
released. Probation Head Kyle Hines : Court has to decide how long of sentence would be in jail and how much out. Made it hard to Figure out if they could use program. Approved

*Application and Receipt of Senate Bill 2 Permanent Local Housing Allocation Grant Application
For the current program year, the County is eligible, based on its population, to receive $1,643,348 through a non-competitive formula grant process
Used for low income housing. A five year grant. Magisg: can money be used to rehab homes ? Lead abatement? A: we do work in partnership with other agencies. One multi family complex will be built first year with 36 units. Possible to do similar over the next five years. Depending
on size it could generate two complexes. May generate prevailing wages from State. Partner cities have access to these funds. Mendes: great shortage in rural areas. Magisg: when have we last updated our shortage ? A: beginning now. Approved.
Board Comments: Magisg thanks Brandeau and Pacheco for checks Sent to small businesses. For some they are what will keep them open or not. New staff: Air Force cadet Nathanial Torres. Brandau: checks are going out now. Took ten days longer than we thought it would take.
Mendes: mentions Airforce cadet’s father is a sheriff deputy. Mendes: we did a better job getting checks out than City of Fresno due to us having an elected Financial person like Oscar Garcia.Quintero: unsure when I will be able to return to coming to meetings due to Covid.
Mendes:Quintero sounds better. We may not get good quality sound When/ until we Remodel this building. We are running on bearskins and sticks jokes Mendes. Quintero: we are not using 72” social distancing or plexiglass so it makes it impossible for me to come back as Covid -#’s
are spiking. Mendes: I have two of the conditions that make me susceptible to Covid but “if I die in the saddle I die in the saddle that is just how I am. Not a knock on Quintero not being here in person. “ Public comments: none present. Going to Close Session now.
