I understand that CS Magoha is under public pressure to reopen schools promptly and therefore announces an impractical approach to show that physical distancing will be maintained in schools. Not reasonable. 1/N
The mean number if students per primary school in Kenya is 312 and 315 respectively for primary and high schools respectively. 2/N
As this chart by @IEAKenya shows, the 15 pupils per class policy means that every primary and high school will need to have a total of 16 classes minimum. 3/N 
This conclusion leaves the size of the class aside, this means that the country would need a total of 428,016 classrooms as a minimum. This excludes other rooms such as laboratories and libraries. 4/N
Because pupil numbers vary by region and school, there's a large variation in the number of classrooms and class sizes across Kenya. 5/N
There are primary schools in the republic that have <8 classrooms with he result that children learn under trees. 6/N
So taking the shortage of classes on the one hand and the need to keep to 15 per class, it is evident that the ministry contemplates that students will learn in shifts.7/N
Granted that students in rural areas and some parts of urban areas have gone to school in shifts, the new arrangement will aggravate the "apparent shortage' of teachers. 8/N
The reason is that the teacher with a decent class size of thirty will have to teach the same lesson to two different sets of students. 9/N
This is a good opportunity to discuss the real causes of the assumed shortage of teachers because it's not the lack of numbers per se, but the skewed distribution of teachers to schools. 10/N
In conclusion, the COVID-19 emergency reminds us that every distortion in resource allocation (teachers, classrooms and grants) catches up with the country at this moment. Ineffficiencies replicate as quickly as viruses do. 11/N
Final point. We shouldn't be lazy in the policy search for a good solution to all students. Learning must continue but it doesn't means schools be reopened right away. N/N
