NASCAR says it has now completed its own investigation.

NASCAR President Steve Phelps said they checked the garage area and no other stall had a rope tied like that.
Phelps says NASCAR has since swept 1,648 garage stalls at 29 tracks and found 11 total pull down ropes tied in knots, of those only one was a noose

NASCAR says it investigated how the noose got there to begin with... says they found it was tied sometime during the October 2019 race weekend.

Phelps said that emotions surrounding the recent Confederate flag ban played a role in NASCAR’s response. Phelps said he could have toned down the initial statement and took some emotion out of it but would not have changed the approach to the investigation
Phelps said NASCAR spoke with @woodbrothers21 (their car was parked in that garage in October 2019) but couldnt determine if it was someone on their team who tied it or a different person.

NASCAR Pres. Phelps: We're living in a highly charged and emotional time. What we saw was a symbol of hate and was only present in one area of the garage, that of the 43 car of Bubba Wallace. In hindsight, we should have, I should have used the word "alleged" in our statement.
Phelps: We determined it was not in place when the October 2019 race weekend began but was created at some point during that weekend. Given that timing and the garage access policies and procedures at the time, we were unable to determine who tied this rope or why it was done.
NASCAR Pres. Phelps says “Our ultimate conclusion for this investigation is to ensure that this never happens again, that no one walks by a noose without recognizing the potential damage it can do.”
