House Dems will pass #DCstatehood today for the 1st time ever. If Dems win the presidency/Senate & nuke the filibuster, it could happen in 2021 with simple majorities. 41 senators are bill sponsors (6 Dems aren't yet), & at least 5 Dems running for top-tier 2020 GOP seats back it 
I looked up how many people were counted as residing in the rump District below in the 2010 census & it was about 165, but that doesn't mean they have their legal residence/voter registration there, & regardless, Congress could assign rump District's electoral votes as it pleases

All but a single Democrat, Collin Peterson who holds Trump's best seat of any House Dem, voted for #DCstatehood. All Republicans who voted on it voted against statehood
The GOP would never pass #DCstatehood so long as they're in power, but if Biden wins & Dems win the Senate, it could become reality in 2021. Like many things, it'll all depend on killing the filibuster, but all but 1 House Dem voted for it, a good sign for the Senate Dem holdouts

Statehood must be on the table if Puerto Rico wants it. It is holding a referendum on it this November, although statehood opponents boycotted the last vote. Hurricane Maria & Trump's horrific handling of its aftermath may've changed public opinion, though
