2/7 Some opportunities associated with AI and data are, however, easier to realise than others. ‘Easier to achieve’ innovations tend to involve the use of AI and data to free up time for professional judgement, improve backoffice efficiency and enhance customer service. 
3/7 ‘Harder to achieve’ innovations, in contrast, involve the use of AI and data in high stakes domains that often require difficult trade-offs (eg police forces seeking to use facial recognition must balance the desire for greater security with the need to protect privacy).
4/7 ‘Harder to achieve’ opportunities have common characteristics: they require coordinated action across organisations or ecosystems; they involve the use of very large-scale complex data about people; and they affect decisions that have a significant impact on people’s lives.
5/7 Because of these challenges, the most promising benefits will not be realised without a coordinated national response to address the barriers below, some of which are well known (eg lack of workforce diversity), while others are often overlooked (eg low data quality).
6/7 Three types of barrier merit close attention: low data quality and availability; a lack of coordinated policy and practice; and a lack of transparency around AI and data use. These barriers feed public mistrust, which acts a further brake on innovation.
