For the safety of the community, we have been reviewing the PPB Directives Manual, in order to weaponize their rules, regulations, and directives against them. Find below links, codes, and screenshots to cite and create signs to confront officers with their violations directly./1
300.00 - Statement of Ethical Conduct (portlandoregon.gov/police/article…). Officers must comply with ethical law. Officers may not receive a privilege or avoid a consequence due to their office. Officers must report the misconduct of others. Supervisors must report unethical behavior./2
310.00 - Professional Conduct and Courtesy (portlandoregon.gov/police/article…). PPB expects the highest level of professional standards. Professional conduct is expected 24/7. Members who do not report misconduct may be terminated. Officers may not use profanity, except when quoting./3
310.20 - Discrimination, Harassment, and Retaliation Prohibited (portlandoregon.gov/police/article…). Anyone may file a complaint. Officers may not retaliate against someone, especially for exercising legal rights. Officer may not contact complainant. Supervisors must prevent harassment./4
310.50 - Truthfulness (portlandoregon.gov/police/article…). Officers must be truthful. No officer may lie in statement or testimony. They may not lie to justify criminal charge. They may not lie to keep their jobs. Certain duties may allow for lying, but only against "articulable threat."/5
310.70 - Dissemination of Information (portlandoregon.gov/police/article…). Officers may not divulge confidential information. Officers may not betray informant's trust. Officers may not divulge information that enables someone to avoid arrest (tinyurl.com/ycye3mnl). /6
312.50 - Identification (portlandoregon.gov/police/article…). Officers must provide ID upon request, unless their safety is a concern. Refusal to provide ID must be documented in a report. Supervisors must make certain their underlings are in compliance.

313.40 - Aid to Criminals (portlandoregon.gov/police/article…). Officers may not make promises, arrangements, or assist criminals in avoiding arrest and punishment.

Where are the arrests for all the violent cars and individuals that have been agitating at PDX #BLMprotests? /8
0313.70 - General Conduct - Associations (portlandoregon.gov/police/article…). Officers may not affiliate or transact with criminal individuals or groups. They may not interact with people under felony investigation, criminal indictment, felons of the past 5 years, or hate activists. /9
0315.00 - Laws, Rules, and Orders (portlandoregon.gov/police/article…). HRAR governs PPB compliance with laws. PPB is required to adhere to all laws. 315.00.5.1.2: "Members shall not obey any order...that is clearly unlawful." Member must notify supervisor of violation complaint./10
0315.30- Satisfactory Performance (portlandoregon.gov/police/article…). Members must have competency in city ordinance. Officers must rely on physical force as little as possible and display skills/ability to resolve conflict constitutionally. Supervisors are not exempt. /11
330.00 - Internal Affairs, Complaint Intake, and Processing (portlandoregon.gov/police/article…). This is the most important Directive on this list. 330.00 specifically defines how to file a complaint. Activists should learn this Directive thoroughly and cite it often.../12.1
330.00 - Internal Affairs, Complaint Intake, & Processing (cont'd) (portlandoregon.gov/police/article…). Allegations of excessive use of force may not be mediated. If witnessing protocol violation by PPB, say "IPR/IA. [type of violation]. Bring a Supervisor so I can file a complaint." /12.2
0331.00 - Supervisory Investigations (portlandoregon.gov/police/article…). Another important Directive, but mostly a chain of command document that discusses how a complaint gets filed. It is pertinent for activists to cite this Directive at officers for violation. /13
0333.00 - Criminal Investigations of Police Bureau Employees and Other Law Enforcement Agency Sworn Employees (portlandoregon.gov/police/article…). All officers may be subject to criminal investigation. Members must report criminal behavior by colleagues. /14
0334.00 - Performance Deficiencies (portlandoregon.gov/police/article…). PPB must investigate and address officer misconduct. Serious performance problems may result in suspension/termination. Files of misconduct must be retained at least 10 years. /15
This is just the start. We will continue this thread as possible, to provide the community more ammunition against the PPB, for willful misconduct, violation of civil liberties, and the dereliction of their duties. We will continue thread counting on the next entry. /PAUSE
