There's good reason Biegun said no summit chance until after Election Day: The Republican convention ends 8/27, then it's the general election campaign with several debates in October. Trump will not make foreign trips in September-October. Every day will be spent on campaigning.
But President Moon is right to urge a third summit before Election Day, because any resuscitation of the U.S.-DPRK relationship would have to begin at the top. But it would have to happen by mid-August (8/15?), and there's little chance of any serous prep on the U.S. or NK sides.
If...President Moon has hinted to Trump that Kim's health is "uncertain" and that time is of the essence for a third summit, then Trump would have to consider that. But if Kim's health made it unlikely he could travel out of the country, then a summit would be impossible anyway.
Unless...there was the "Pyongyang Summit." Which is not going to happen before Election Day, or likely within 2020. And any Trump trip to Pyongyang would surely include stops in Tokyo and Seoul. But would Moon accompany Trump to Pyongyang for a trilateral summit?
Unless we had returned to 2017 conditions, there's no reason for Trump to leave the campaign trail to meet Kim. It doesn't help to have another "no deal is better than a bad deal" summit. But, Trump can receive Kim Yo Jong in the Oval Office, saying he hopes to meet Kim again.
Finally, the only thing that will help Trump win is improvement in the economy. No foreign policy success (other than pulling some troops home) is going to help him on Election Day. That's why a Kim Yo Jong (or Kim Yong Chol) meeting at the White House is about all we can expect.
