Good morning. I’ve been President of the @ULPDX for 5 years and 3 months. Who wants to help me name all of the PPB chiefs and acting chiefs who have made these same comments to me during that time?
I’ll start. First, there was Chief Larry O’dea. I thought he was someone I could work with. 😬
Then he retired in June 2016 while under criminal investigation for shooting a friend during a camping trip. oregonlive.com/portland/2018/…

Here’s a great read for anyone looking to understand the inherent negligence of PPB. Again, one cop who is better than the others cannot- did not- fix what’s wrong with the bureau.

Chief Mike Marshman has been added to the list. Yes, he was the second chief in the past 5 years! He too had bumps in the road during his brief stint. But I met with him at the request of City Hall. Great use of my time... He made so much change. /s

After Marshman came Chief Chris Uehara. He was the first to be appointed by Mayor Wheeler. So you've named the 3rd police chief I've worked with in 5 years in #PDX alone. Y'all are good at this game! #buildjustice

Does anyone remember the contract that Mayor Hales gave Chief Marshman? The city had to pay out on that one.
And remember all of the confusion created by City Hall during the run up to their vote to give Portland Police the contract they wanted, including higher pay and even more officers? That was just four years ago. How often do we have to keep doing this?? #PoliceUnionsStayWinning
After Interim Chief Uehara, the mayor led a national search for a new chief. Wheeler insisted that the job solicitation included a preamble about PDX and Oregon's racist history, and recent misdoings. It was a good, community-informed process. I participated from the first.
Members of the civil rights-, disability-, mental health advocacy-, business-police-, and youth communities had a say in the job description. We volunteered on the interview panels.
I was in a room on three different occasions, over three days, for about 15 hours total. We interviewed each candidate and made a group recommendation to Mayor Wheeler about the 2 finalists he should consider.
Danielle Outlaw was on of the finalists. She became the new chief of PPB: oregonlive.com/portland/2017/…

We were excited, or at least hopeful. (To my new followers, I wear rose colored glasses. Can't seem to take them off.)
Chief Outlaw was the 4th PPB boss in 5 yrs. I accepted her request for help in hiring a 2nd in command. Yep, I participated on another PPB interview panel.

Welp. You know how long her time lasted. And she didn't institute groundbreaking changes at PPB.

Protestors in PDX rightly complained that PPB was dangerous and biased toward them. Last week, now-Philadelphia Police Commissioner Outlaw apologized to protestors for her bureau's outrageous actions. #teargas

Mayor Wheeler appointed the new PPB chief right away. I'd met Chief Resch before she was in that role. up.edu/news/2020/01/p…

Chief Resch was the 5th police chief in my 5 years as ULPDX president.
At the time Resch said: "There is a lot to be done to continue to support the great work being done by our sworn and professional staff, to continue to build trust within the community, and to recruit and hire the best candidates to join the PPB team."

Six months later, the Minneapolis Police murdered #GeorgeFloyd. Within two weeks, Chief Resch resigned.

Now 5 years and 3 months later, PPB has it's sixth police chief. I met Chuck Lovell a few years ago. How many more meetings should I sit in and how many more policy changes should I support before expecting real public safety in #PDX?

Meanwhile, PPA has had one president while there have been two mayors and six police chiefs. Police unions love the changes and the confusion. Stability and consistency are part of their strategy to ensure #policestaywinning.
