In DRM, preparedness, is simply arrangements to ensure that, should an emergency occur, all those resources & services which are needed to cope with the effects can be efficiently mobilised & deployed. Can we truthfully use that term & Counties in the same sentence? @BasilioCC

Based on our reactive activities as undertaken in response to COVID-19, to decrease the impact, extent & it's severity. Is that preparedness or response? Can we be a Kenyan politician & feign loss in translation ? We are still not prepared, & the inadequate responses prove it.
