For starters, at the national level, CI must be legally defined.

In our case CI is simply, ‘Physical facilities, supply chains, technologies & networks which, if destroyed, or rendered unavailable, would significantly impact Kenya's social or economic wellbeing or affect our ability to conduct national defence & ensure national security’.

In the context of this definition, any incident that puts at risk public safety & threatens our economic security, harms Kenya's regional & international competitiveness, or impedes the continuity of Govt & its services. Is covered within the CI protection premise. @alaminkimathi

Kenya's CI therefore extends across many sectors of the economy, including banking & finance, transport, energy, water, health, food, etc... Not just communication towers in the Northern Frontier. It also includes key Govt services, manufacturing & supply chains Nationwide.

The ubiquitous nature of CI and our collective reliance on it means that protecting & ensuring its continuity is essential to the nation’s economic prosperity, national security & social wellbeing.

The continuity of supply of any one component of CI is often dependent on the availability of other CI. Example, the telecoms sector is dependent on the supply of electricity & food supply is dependent on transport.
So isn't selective protection of Comms towers alone foolhardy ?

Yes Kenya relies upon a strong intelligence-led system to preempt terror & security related incursions. But without a properly engrained, prevention & preparedness regime to support our counter-terrorism arrangements. Are we not thriving in delusion? @johnnjenga @SimbaTirima

Without a proactive approach that encompasses targeted prevention & preparedness measures based on risk mgmt principles & maintaining capabilities to manage various types of terrorist threats, attacks & their consequences. Who is the Govt lying to ? @Ibrahimjohnny @siambiliki

But without CI owners & operators being led to adopt intelligence led, risk mgmt based approaches to protective security planning & developing protective security contingency plans & emergency response mgmt based on risk assessment that incorporates the current security context?

Without owners/operators of CI fully understanding the Govt arrangements in the area & jurisdictions which such CI is located. Can we ever avoid messes like West Gate & or Dusit-D2 ?
