They were called “turbans divinas,” or “divine mobs.” They operated with total impunity to break down law and order and permit the imposition of a new politicized police under strict party control.
As the "turbas divinas" grew, the political police took away the population's means of self-defense, and urged ordinary citizens to inform on one another. Politicized mobs enforced an informant system for the political police. Authorities closed down churches. You know the rest.

The "turbas divinas" caused provocations to create incidents to legitimize police crackdowns and intimidate ordinary people. They enforced mass boycotts of ordinary businesses for not being politically correct. They used the threat of mob action to keep people silent and afraid.
They employed official vandalism as "art" to express the "people's anger," and directed it at political and business leaders to ridicule and intimidate them, even painting slogans in front of people's homes and offices, just as is happening in NYC and elsewhere today.
They deliberately ruined their cities & towns by encouraging mob rule, through which they calibrated the pitch and intensity of wreckage & violence that they could shut off at any time. They created their own community "defense" forces as they forced the police to submit or quit.
