On July 13, California Governor Gavin Newsom changed course on his state’s reopening efforts after a surge of coronavirus cases. All restaurants, wineries, movie theaters, zoos, museums, and family entertainment centers must shut down their indoor operations. 
Bars running indoor or outdoor service are required to close as well. Restaurants are still permitted to offer outdoor dining and takeout.
As of July 13, at least 29 counties are on the state’s County Monitoring List. Gov. Newsom said approx 80% of California’s population lives in these affected counties.
Additional closures for counties on the monitoring list include fitness centers, places of worship, offices for non-critical sectors, personal care services, hair salons, barbershops, and malls.
Counties are added if they report a spike in new COVID-19 cases. If they remain on the list for 3 consecutive days, they are subject to additional rollbacks and limitations.
