It’s completely predictable by now which reporters will do this kind of stuff because they do it over and over again. 
And the real problem is that they all pick it up because the narrative has to win. Everyone knows this is dishonest, but the narrative has been set so they run with it.
This isn't like it was one reporter running with an out-of-context quote, it was the whole national media. It's happened to many times to count recently. The national press exists in a bubble and they consistently prioritize the narrative to getting their audience the truth.
