Yet we are obsessed with the R&D-Uni-SpinOut story 1/

Government-centric thinking cannot help but believe that if we can only shove publicly-funded R&D in this way or that, then the private sort will follow and flower. I certainly did.

When I read a govt document, and find language that is circumlocutory, indecisive or full of "we will consider/explore"s my reaction is: the authors are honest people. They know when things are uncertain, and do not pretend they have the answer. Responsible people.
This from the government's R&D Roadmap, which is a good piece of work, honest, and therefore doesn't pretend it has the answers right there.
Contrast this with all the bombastic nonsense you get at the political level, of promising "world beating" this and that, and you can see why I so much prefer officials to politicos

I am a huge fan of raising R&D, helped push this from 2017-19, but still think there is a lamentable tendency to overstate its role in "driving" growth, which leaves out the other 89,787 factors that are relevant 1/ royalsociety.org/~/media/policy…
I think it is a particularly marked tendency among non-economists: the longing for there to be one factor driving all the others. And such a cheap one to solve! Raise R&D by 1ppt of GDP, restore productivity growth (worth multiple ppts of GDP) 2/
I reckon the Soviet economy had a high R&D percentage too. Your basic institutions in the broadest, Douglass North sense of the term, are what matter above all, and not screwing up aggregate demand management - if you are really in the market for simple answers 3/

yes, as it happens, I *am* rereading the Internet from 2017 onward, I have this horrible feeling that I missed bits of it
This whole bit is worth showing, just marvellous, it destroys bundles of pious certainties. No, we are fine at long term capital. We need more *impatient* capital. Stop obsessing on start ups.
