Acting Homeland Security Secretary Chad Wolf last Thursday addressed federal law enforcement officers who were dressed in camouflage in the main lobby of the 16-story building in the heart of downtown Portland. (2/11)
Wolf was photographed standing in front of a marble wall, which carries a quote from Alexander Hamilton: “The first duty of society is justice.” (3/11)
Later, that image and others from Wolf’s appearance in the courthouse were included in two tweets from his official account. (4/11)
The court has a policy strictly prohibiting audio, video or still photography “by means of any recording device” anywhere in federal courthouses in Oregon, “except as authorized by a judge for ceremonial or educational purposes.” (5/11)
Chief U.S. District Judge Marco A. Hernandez said he is trying to determine how the breach happened and who is responsible.

Court records show that U.S. District Judge Michael Mosman on Thursday signed a camera and recording equipment waiver for “one producer and one camera person from Fox News traveling with” Wolf. The waiver allowed photography and video only in the U.S. Attorney’s Office. (8/11)
Hernandez told @Oregonian that the images of Wolf taken in the courthouse lobby are “clearly outside of the waiver” signed by Mosman. (9/11)
Wolf’s tweets have since been deleted. (10/11)
The Department of Homeland Security did not respond to multiple emails from the newsroom asking why Wolf tweeted the unauthorized images and who took the photographs.
