PS/ PACT, Operation Legend, and Operation Themis are interagency forces that take lawless individuals—including "acting" political appointees and untrained thugs—from 16 agencies and have them report directly and *exclusively* to Trump through Barr.

It *is* a Prince-like scheme.

(CORRECTION) Earlier I quote-tweeted Ret. Lt. Gen. @LTGRusselHonore as offering some evidence—in a name tape on a CBP agent in Portland—of DHS use of private contractors. A review shows CBP uses "unique identifiers" to keep agents anonymous as they violate citizens' civil rights.
PS/ The phrase "unique identifiers" comes from CBP, per the Cato Institute. Note: the use of random letters and numbers on federal agents' uniforms violates DOJ policy and doesn't qualify as a lawful name tape or insignia. We still don't know if these men are private contractors.
NOTE/ I admire @LTGRusselHonore for his faith—if misplaced—in the integrity of federal troops. He saw an apparent "ZTI" name tape and assumed it an honest and accurate recitation of the origin of the agent—in this hypothetical, ZTI Solutions.

It turns out CBP is not that honest.

PS/ The Cato Institute earlier identified the patch as "ZT1"—which appears to be wrong. Cato said this may be one of the "unique [non-specific] identifiers" CBP says agents are wearing to avoid identification/facing retaliation—this also seems to be wrong. cato.org/publications/c…
PS2/ I don't know if anyone else is having the same problem, but the ZTI Solutions website (re: the Virginia security-staffing company in question) appears to be down for me—saying that it is "over bandwidth."

1/ First, here's the link to the document—a partially redacted and clearly incomplete summary of the August 17, 2016 counterintelligence briefing Trump received alongside Mike Flynn and Chris Christie. What's not in the document is as revealing as what is: politico.com/f/?id=00000173…
2/ Understand the context in which Trump received the briefing. In late 2013 he'd been in regular contact with Putin's builder—Aras Agalarov—and regularly discussed his policy views at a time the Kremlin knew he'd be running for POTUS. Trump then went into business with Agalarov.
