Only 8 states & DC qualify

Illinois, Massachusetts, New Hampshire, Michigan, New Jersey, New York, Connecticut, Vermont and DC.

2) That said, 14 days under 5% positivity is no way guarantee it’s safe to reopen recklessly. Example: Israel with 2 months under 5%. They reopened too fast and furious. Their chief epidemiologist resigned in protest — and especially with lackadaisical reopening of schools.
