The draft continues to kick the problem of implementation of the policy in AWCs down the road by not spelling specifics of the distribution of responsibilities of MWCD and MoE. Who would ensure that curriculum would be implemented in the ICDS system- ICDS Supervisor or Complex?
Is the AWC actually getting a second AWW or are we talking about training the same AWW to do both the health, nutrition and education stands? Anyone knows? @sunish @SumitraMishra
AWCs would be improved. Good.
On the plus side, LOT of space and emphasis on training of AWWs. Overdue. On the downside- it appears to be technology/DTH based without significant contact time.
Still not sure how the Ashramshalas thing would work. 3 year olds in residential schooling? Have really bad vibes at the idea of residential tribal schools.

First big positive surprise courtesy @SumiSukanya . A change in the PTR and the need for lower PTRs in areas with high numbers of marginalized students.
I humbly submit that this doesn't bode well for the idea that the previous chapter would be taken seriously. You cannot at the same time say ECCE centers would be running great AND provide a 3 months bridge course for everyone for all times. @sunishaahuja

One-on-one peer tutoring and literate community members to teach one person how to read.
Emphasis on libraries and making good reading materials available
Another couple of good things- emphasis on breakfast (but could be local fruits/groundnuts/channa+ Jaggery) and get health checkups and immunization in school. Yay for school health.
Chapter 3. Curtailing Dropout Rates and Ensuring Universal Access to Education at All levels.

The absence of school infrastructure should not serve as reasons for dropout. The credibility of government schools needs to be established.
Sorry. Why not government provision for migrant laborers?

If Odisha can plan for the annual migration between AP-Odisha, why not other states?
Ensure that all children are identified, their learning levels are tracked and provided opportunities for catch up learning. Counsellors, Social Workers to be linked to schools for this.

But seriously, why no mention of accelerated learning/special training?
Incentives for deploying teachers with knowledge of the local language in areas with high dropout rates, overhaul the curriculum to make it more engaging. Good.
Was wondering why there is no mention of accelerated learning/special training. NIOS seems to be the preferred model. More emphasis on non-formal education modes.
More philanthropic schools. Alternative models of education. make norms less restrictive. PPPs to be piloted, but philanthropic partnerships.

Given education is not for profit legally- what is a non-philanthropic partnership?
Curriculum and pedagogy. 5+3+3+4. This would change the pedagogy, but not the infrastructure of schools.
Not sure I understand how given that a) size of the intake of each stage would presumably change, b) there would presumably need for specific curricula, materials, space?
Learning should aim at holistic development of learners.
The curriculum will be reduced to allow for experiential learning. Assessment tools to be aligned with learning outcomes. Art and d supports to be integrated across subjects.

Great to see MLE emphasized- including creating the ecosystem around it. Again, which languages would be emphasized? State languages or tribal languages?

More on promoting language teaching, but 8th Schedule languages. Good to read this at least, but absence of mention of tribal languages disappointing so far.

When will every household in India have a smartphone?
Teachers. Merit-based scholarships to enter the teaching profession. Preference for local employment, especially female teachers. Incentives for teachers to take up teaching jobs in rural areas, including local housing/increased housing allowance. Good.
Reduce teacher transfers, make them transparent. TET to include better test material. To cover all stages. Private school teachers to also take TET. Classroom demo or interview to be part of teacher hiring.

BEd to reiterate the fundamental duties of the constitution. Why not rights? But sure- great to have constitutional provisions included.
Chapter 6. Equitable and Inclusive Education for all.

Fairly sure that this is an expanded list of the Socio-economically disadvantaged groups.
But don't explicitly mention Muslims- just Socio-economically minorities. Could be worse.
And then there would be the rest of the country where India's policies would not be implemented particularly well?:)
seriously, why are they calling these SEZs? What would and wouldn't be happening here? More funds for remote areas is welcome, but the term doesn't bode well given the history of human rights records in Special ECONOMIC Zones.
I will be interested when I know the quantum and modalities of implementation.

What I was ploughing towards- Chapter 8. Standard-setting and accreditation for school education.

Translated- current regulatory regime failed to prevent the law of the land from being violated by private schools. Schools that didn't break the law were discouraged?
Given that the law doesn't permit for-profit schools, what is a philanthropic school compared to any other school?

Also, why do we need to encourage private schools? Read point above.

Still don't see how public disclosure on the SSSA website is different from public disclosure on the UDISE website which is mandatory already. If UDISE disclosure didn't help to improve quality, why would this work? Seriously, don't understand.
We have an over-emphasis on inputs which needs to be changed. This is despite the fact that only some 13% of schools comply with the minimum norms.
Still don't understand why we need a census-based SAS to provide a "health check-up" of the system. Surely we can put the funds to better use by just sampling?
Overall-still no clarity on how these new structures would be staffed and resourced. Still no mention of the @NCPCR anywhere in the document which is supposed to be the grievance redress authority for the right to education. No mechanism for complaint flow laid down @MartinHaus93

Adult education- short version. We will have an "outstanding adult education curriculum" from NCERT. Suitable infra will be created to access adult ed. Instructors/educators would be produced from somewhere (HEIs obliged to work in community, adult literacy instructors, NGOs)...
and trained. Community would be engaged in this. Books would be made available to encourage reading. Technology leveraged. Adult ed to be conducted online/blended mode.
Ch 22. Indian languages. Respect. They acknowledged India's dying tribal languages. Not sure they have given a strategy to deal with this though. @immle19 @LLF_edu
Need to use technology, document languages.
Chapter 23. Technology Use and Integration. National Educational Technology Forum to provide platform for the exchange of ideas on the use of technology and facilitate decision making on these issues.
Chapter 24. Online and digital education. A new chapter. @SumiSukanya Grapevine had that something on digital was added after the consultation with the PMO so this must be it.
Online education is critical. However, digital divide is an issue and could be overcome through digital India campaign and affordable computing devices. Teachers need to be trained. Online assessments are difficult, but doable...
..Some subjects don't lend themselves to digital, but this can be overcome with innovative measures. 10 forms of digital education are recognized from school to higher ed:
RSA is out CABE in back in. It would be strengthened.

We will spend 6% GDP on education. By when? At the earliest. Sorry. have heard this before.
We will also leverage philanthropic funds.
Commercialization has allegedly been dealt with. But higher cost recovery without affecting needy or deserving would be explored.

Excuse me, isn't higher cost recovery profit?

Isn't education a not for profit area as per India's legal framework?
Chapter 27. Implementation.

There are a lot of bodies involved in delivering education.

How would the policy be implemented? Carefully!
Committees would be created to discuss stuff and develop detailed plans. Yearly reviews would be undertaken and shared with the CABE. The policy will be implemented in 2030-40. After this we would review it again.
