The NCRWC led by former CJI M.N. Venkatachaliah with 11 more members made a recommendation for Anti-Defection law which said that, the subject of disqualification for defection should be given in hands of ECI and not the speaker of the house.
What India has seen very recently in MP, Goa, Karnataka, Manipur (to some extent) and the very new, in Rajasthan, this recommendation makes sense as the cases of toppling down governments are on a rise.
There was another recommendation which said that the defector must be obstained from having any political post (minister, CM, etc) atleast for the remaining period of the house/assembly. This would certainly reduce the power lust and would give stability to the government.
