The insight that:

(a) other countries exist, and

(b) New York and other American cities could learn things about mass transit from them

Has pretty broad applicability so I hope folks dig in on this.

The whole Subway/Covid link has always been founded on the observation that NYC is an outlier in terms of both infections and transit ridership.

Obvious robustness check: Are high ridership cities in general Covid hotspots?
The Metro systems around the world with more riders than NYC are in Beijing, Shanghai, Guangzhou, Seoul, Tokyo, Moscow, Shenzhen, and Hong Kong.

That doesn't even vaguely resemble a list of the cities with the worst outbreaks.
In general there's more transit in Asia than in Europe and more in Europe than in the Western Hemisphere.

The observed pattern of Covid-19 is the opposite of that. I wouldn't try to claim that low transit usage causes Covid outbreaks — it's just that masks work.
Also recall that before the bizarre Covid-induced Andrew Cuomo renaissance he'd pushed out the MTA head with extensive foreign experience that he'd used to remarkably quickly improve NYC Subway performance.
