In a story from ToK, a woman is told to cold call businesses in the phone book one by one to ask about a job. She came back the next day with classifieds and was told she missed the point, which was to do anything an employer says, no matter how stupid.
If work requirements exist during a pandemic where jobs no longer exist, and work requirements involve doing things that don't actually help people find jobs, then they don't exist for the reasons many assume. They exist to punish and demean, to save money by reducing applicants.
The goal is cruelty. It's your fault for being jobless, not society's. It's your fault for not having enough money to live, not society's. Because it is your fault, you must be punished, and because you are lazy, you cannot be trusted and must be whipped.

Unconditional basic income recognizes that the reason you don't have enough money to live is because society is withholding it from you, in order to compel you into doing the work it wants for the poverty wages those in control of resources prefer to pay.
