Hizbollah has a long history of storing ammonium nitrate explosives around the world. In May 2020, Germany banned Hizbollah after the discovery of warehouses in southern Germany where Hizbollah stored tonnes of it. Similar in Kuwait (2015), Cyprus (2012) and Bolivia.
It can only be concluded that Hizbollah has sleeper cells across Europe, Africa, Americas and the Middle East. Many would store such explosives. The Germans discovered the ones in Germany in May...

It is very magnanimous of Europe and the Arab countries to provide immediate aid to Lebanon but further long term aid should be contingent on the total disarming of Hizbollah, a national security risk to Europe, the Arab world and Lebanon itself.
