There is no authentic info on Ravana’s birth place. From what is given in Valmiki Ramayana (VR) it is deduced he was born in south of equator, if Rasatala (nether region) can be equated with that part of the earth. He was not even a native of Lanka. On the advice of Sumali, +
his maternal grand father, he forced out Kubera, his half brother from Lanka and occupied it. From the etymology of his paternal grand father’s name, Pulastya, we can deduce he didn’t come from the Bharatheeya stock. Pulasti means wearing straight hair. Rishis of Bharata varsha+
wore jata mudi, not straight hair. Brahmins grew tuft, not straight hair. Ravana’s father, a Brahmin having sprung from Pulasti could not have worn a tuft on his head. He must have belonged to other dweepas, not jambu dweepa . But they had moved around all places, including India
In those days Dandaka vana gave safe haven for rakshasas who were man eaters. Ravana’s relatives frequented that place. There is scope to say Ravana also was a man eater. He threatened to kill & cook Sita for eating if she refused to budge. Any man eater from Tamil speakers?
There is Paulisa Siddhanta, one among 18 astrological siddhantas, authored by Pulstya Rishi. It is considered to be of foreign origin, i.e. from outside India. Agastya was contemporary of this Rishi, grandfather of Ravana. In those days no boundaries among people & communities.
